This is locked. I forgot to unmarry it from my charger. It will cost 9 to unlock but this is cheaper than 4.95 on their website
This is the platinum version which supports custom CMR tunes. It works for 300s, chargers, and challengers.
I used this on my 14 charger rt with no issues

I don't have the mini USB to USB cable for it () or the box. I never used the cable to be honest. It just updates the software.
